MINUTES OF BOARD
MEETING
June 8, 2004
In the absence of President, Norman Briggs, Vice-President, Jeanne
Berkshire called the meeting to order at 10:05 a.m.
ROLL CALL: Mary Lou Bennett, Jeanne Berkshire, John
DeMario, Opal Hargis, Ginger Mello, Walter Stewart and Elinor Wells
OTHERS PRESENT: Wanda Castro, Belva Jared and Everett Julkowski
MOTION by Opal
Hargis to approve the May minutes, seconded by Elinor Wells and CARRIED.
Treasurer, John DeMario, gave the Treasurers Report for
the month of May. John commented that he
feels that we will be able to stay within our budget.
There are two line items that we will be going over. One of those items is Administrative Expense:
Administrative Postage. John stated that it
costs the organization $.60 to mail out the letter to retirees for non-members and $.83
for members. There has been about 100 letters
sent out in the last two months. John stated
that he is considering asking the Credit Union to help pay the postage on these letters. John stated that this is the month the TREND goes
out to all members. There was quite a
discussion on the fact that the TREND is or is not sent out twice a year to all members. It was determined that the TREND only goes out to
all members once a year. MOTION By John
DeMario to approve the Treasurers Report for the month of May and to pay the Claims
Payable as reported, seconded by Mary Lou Bennett and CARRIED.
COMMITTEE REPORTS:
CRCEA Delegate
Everett Julkowski reported that AB979 has gotten stuck in the Senate. It
is expected to be heard in the Senate around June 15, 2004.
The Fall Conference will be
celebrating the 35th Anniversary of CRCEA.
This anniversary will be celebrated
several different ways which have not been decided upon as yet. This Conference will be held from October 18th
through the 20th in Fresno. Everett
also re-introduced the pocket secretary that could be ordered for $0.32 if ordering 25,000. We
wouldnt order that many but if we ordered 500, we could use them for a recruitment
item. Another item could be to put our logo
on an ink pen and give them out. Vice-President,
Jeanne Berkshire, requested that Everett look into the pricing of the ink pens.
CCAPE - No report
HOST/HOSTESS PROGRAM For
the month of May, 33 volunteers worked 100 hours
and assisted 1,142 visitors to the County Administration Building. Mary Lou
Bennett stated that she spoke to Carmen Gomez who works along with Mr. Wilbanks to take care of the volunteer program,
regarding the fact that we thought we might
be charged for the use of the Veterans Hall and wondered if there was a way that we could be held exempt since we
volunteer at the information booth in the County
Administration Building. Carmen Gomez stated that she thought it was a very good idea and she would get together with Mr.
Wilbanks and see what could be worked out.
MONTHLY PROGRAM
Today we will have Elaine Deaton providing us with music. For
the month of July we will have Sam Moore to entertain us at the Barbecue. In August we will have Vivian Tucker from Channel
17; September our speaker will be Barry Zollar from Board of Trade; October will be Roy Ashburn and November we will have Tom Anspach from CALM.
NEWSLETTER June 15th
will be the deadline for the articles for the next issue.
COMMUNICATIONS
Treasurer, John DeMario, brought all communications for the President. There were 2 letters from the County
Administration Office regarding the change of Health Insurance for retirees under the age
of 65, 7 County Newsletters, one letter stating that our Liability Insurance will be
coming due on 8/1/04, a request for a donation from Roy Ashburn and a newsletter from
Bakersfield Homeless Shelter.
OLD BUSINESS:
STATUS OF PUBLIC RELATIONS
COMMITTEE Secretary, Ginger Mello, reported that she is in the process of
coordinating the date for the August meeting. Opal Hargis will not be available the first week
of August.

PAC UPDATE
President, Norman Briggs, reported to Secretary, Ginger Mello, that there is no new information. Norm did sign the letter that the Board authorized him to sign and returned it to the Attorney in Sacramento.
RENTAL OF OFFICE SPACE
Everett Julkowski stated that he spoke with Cathy Olague
on May 13th and she stated that the architect is still working on the plans of remodeling the building and the Board of Directors has
not made a decision. She again commented that she
felt that having us in the building would be a good thing. We probably will not have information much prior
to the first of the year.
FEE INCREASE The
meeting the Vice-President, Jeanne Berkshire and Secretary, Ginger
Mello attended it was stated that a decision would be made at the meeting to be held on May 27th. At the May meeting, it was announced that this was
the fourth meeting of this kind and all the meetings
were well attended. The time frames remained the same as stated at the April
meeting. The fees remained the same except that there now is a cap on the fee for the use
of the kitchen and that is $150. The square dancers are really up in arms
commenting that they are small groups and these
charges will cause them to disband. They have
already been kicked out of the schools because of the
damage they cause to the floors. The Parks
& Recreation Commission are listening very well to what the people are saying. The
next meeting where again the decision is to be announced will be held on June 24th and Secretary, Ginger Mello
will be attending.
NEW BUSINESS:
Wanda Castro was in attendance to report on a number of new personnel
members. These are not necessarily new
positions but changing the names of some and rearranging positions. Wanda also reported that they are now 86% complete
on the Ventura Decision. They hopefully will
be completed by August. Mary Lou Bennett stated that she had spoken to Bonnie Kennedy who
is now living at Glenwood Gardens and she has all the old issues of The TREND. This would be information that a Historian would
really be able to have control of. Bonnie has
moved out of her home and does not have the room to keep these items.
JULY PICNIC Helen
Dodd is ready to go with the picnic and is just waiting for the number to come to her
before she starts purchasing the food items. President, Norman Briggs, has borrowed the big barbecue from
Mossmans to use for the hamburgers.
CONTRIBUTION TO BAKERSFIELD
RESCUE MISSION - President, Norman Briggs, felt that our contribution was to the above
mentioned when in fact we actually give to the
Bakersfield Homeless Shelter. Norm would like
to discuss changing and giving to the Rescue Mission. It was decided that this item will be tabled until Norm gets back for the August
meeting.
DOLORES CHRISTIAN
Dolores had contact with Opal Hargis and was asking for direction from the Board on
whether the Board would like her to resign or wait until the fall and see if she gets
enough strength back to continue in her position. She
has graduated from a walker to a four prong cane and is in assisted living at Rosewood but
her goal is to live on her own. The decision
was for Dolores to do what she feels is the best for her.
ANNOUNCEMENTS It
has come to the attention of Secretary, Ginger Mello, that Retired Employees of Kern
County is celebrating their 40th Anniversary.
Doris Williams found that the organization was formed in 1964.
Vice-President, Jeanne Berkshire adjourned the meeting at 11:27
a.m.
