MINUTES OF BOARD MEETING
May 13, 2003
President, David
Merritt, called the meeting to order at
10:10 A.M.
ROLL CALL:
Jeanne Berkshire, Norman Briggs,
Allan Choy, John DeMario, Opal Hargis, Tom
McCarthy, Ginger Mello, David Merritt, Joe
Porter, Elinor Wells and Doris Williams
OTHERS PRESENT:

MOTION by Opal Hargis
to approve April minutes; seconded by
Elinor Wells and CARRIED.
Doris Williams gave
the Treasurer’s Report of April 30,
2003; copies are on file.
MOTION by Norman Briggs to accept
the Treasurer’s Report; seconded by Tom
McCarthy and CARRIED.
MOTION by Doris Williams to pay the
enumerated bills; seconded by John DeMario
and CARRIED.
A discussion was held
regarding the retirees who do not join
REOKC.
Doris Williams sends out an
information packet regarding REOKC to the
retirees and about 60-70% join.
Norman Briggs suggested that a
committee make personal telephone calls to
each of the retirees who do not join.
Jeanne Berkshire volunteered to
make the calls to the new retirees who
don’t sign up at retirement.
Opal Hargis volunteered to help
Jeanne Berkshire with the telephone calls. A MOTION by Norman Briggs to implement a 90 day temporary
committee to make personal contact by
telephone to the new retirees who do not
sign up for membership in REOKC; seconded
by Tom McCarthy and CARRIED.
President, David
Merritt, allowed Wanda Castro to speak out
of turn because she needs to leave early
to go out of town to a meeting.
Wanda announced that the KCERA web
site has a link to REOKC web site. Wanda
also announced that our new REOKC
pamphlets look great and that there are
some in the lobby of the KCERA office.
Norman Briggs asked what the status
was on the luncheon payroll deduction.
President, David Merritt, announced
that the letter has been sent to David
Deutsch requesting that deduction.
John DeMario announced that he had
talked to Craig from data processing and
that Craig indicated to us that we (REOKC)
would have to do the data entry.
John DeMario had volunteered to do
the data entry when the time comes.
COMMITTEE REPORTS:
CRCEA – Everett
Julkowski stated that he loaded the TREND
with a lot of stuff.
There are 4
legislative bills which CRCEA needs help
with.
The bills are SB270, AB1587, AB374,
and AB1585.
Everett suggested that President,
David Merritt, write letters in
support of all four (4) of these bills.
CCAPE
– Blue O’Connor stated that as of 9:30
A.M. there was no request from CCAPE.
REOKC has nothing to go back to
CCAPE.
Host/Hostess
Program – For the month of April, 33
volunteers worked 101 hours
and assisted 1,438 visitors to the
County Administration Building.
Monthly
Program – The speaker today will be Ken
Varley, teaching historical re-enactments,
Teddy Roosevelt, “What It Means To Be An
American”. For the month of June
we will have Audrey Cochren, speaking on
“Surviving the Emergency Room”.
For the month of July, either the
new voting machines from the Election
Department for the members to work
with or Red Simpson playing his
music.
July is our picnic and we usuallydo
not have a program but either of these two
would be good entertainment.
Kelly McWatters from Smith Barney
is putting an educational program together
to present in August.
It was emphasized that there is to
be NO SALES, but that we welcome an
educational presentation.
After an extensive discussion,
President, David Merritt, appointed an ad
hoc committee made up of Joe Porter,
Norman Briggs and Doris Williams to look
at the opportunity to offset the cost of
publishing the TREND.
Newsletter
– The TREND is at the printers.
There was a delay with Cathy Olague
getting her page over to the printer’s
office.
Doris Williams reported everything
was at the printers last Wednesday.
Joe reported that he
received a note and picture from Al
Rosenlieb, retired Equipment
Maintenance Superintendent for the
Roads Department.
The picture was
of Al and his wife celebrating
their 50th Wedding Anniversary.
Al now ives in Rock River, Wyoming.
COMMUNICATIONS:
President, David Merritt, received
a renewal of the free directors’
liability insurance from Stephen Pettee.
This form was given to the
Secretary to fill out and mail it to the
Pacific Group Agencies, Inc.
Also given to the Secretary to file
was a copy of the letter written by John
DeMario and signed by President, David
Merritt, requesting KCERA to allow REOKC a
second deduction from our Membership
Benefits Allowance when authorized for
$5.00 per month.
Also sent with the letter was a
sample authorization deduction form.
The deduction would be in effect
the month after you turned it in.
President, David Merritt,
downloaded from the Web a Superior Court
Settlement Agreement with the County of
San Diego over what to do with excess
earnings.
It is a very complicated piece
settlement and has NO impact on REOKC.
Also received was an invitation to
hear Henry Winkler speak as a fund raiser
for Hoffman Hospice, Superior Court –
Community Outreach Committee flyer and an
introduction of the new Marketing
Coordinator for Three Diamonds Printing.
There also was 19 County
Newsletters, newsletters from Grant Alert
2003, KFCU Car Sale, Braille Institute,
“MAKING WAVES” from the Arthritis
Association of Kern County and the
Bakersfield Homeless Shelter.
Treasurer, Doris
Williams, requested to be able to pay 3
new bills.
MOTION by John DeMario to pay the
bills; seconded by Norman Briggs and CARRIED.
OLD BUSINESS:
Status of Procedures
for Special Use Fund – As John DeMario
was working on
the requirements of how we are to
use this fund, he had to deal with the
I.R.S. tax-exempt status of the
organization.
The bottom line is that there
will only be two ways the funds can
be used.
Those two ways are: 1. to
fund educational items to include
the “TREND”, the REOKC web site,
and other pamphlets and
publications used to inform and educate
the membership,
and 2. to fund special actuarial studies,
financial studies,
legal opinions, or other studies
used to educate its membership on the
costs of actual or requested
changes in benefit levels provided by the
Retirement System so that the
membership can make informed decisions
concerning their personal welfare.
The “Usage of the REOKC Special
Fund” information will be
included in our Policy and Procedures
Manual.
MOTION by Elinor
Wells to accept, file and publish in our
Policy and Procedures
Manual; seconded by Norman Briggs and CARRIED.
Status of Public
Relations Committee – Norman Briggs
reported that the
committee is still going to be
meeting.
Web Page – Norman
has a list of about 50 people who will be
reading the
TREND on the web site.
A black box showed up in the middle
of an article
and at this time the webmaster is trying
to figure out what it is.
Directors and
Officers Liability Insurance – No
additional information.
Monthly Luncheons –
The letter requesting the ability to have
a second deduction
has been sent to KCERA.
NEW BUSINESS:
Jeanne Berkshire
reported that she has a meeting with
Jeannie Burton at the Kern
County Fair coming up and she feels
that she needs an assistant. This assistant is needed
in case Jeannie is not able to do the
volunteer work herself.
Jeanne will
take the assistant with her to the
meeting and introduce them just like Jerry
Dodd introduced
Jeanne a few years ago.
It was suggested that President,
David Merritt
request at the general meeting for
a volunteer to step forth to help Jeanne.
Also if
Jeanne could put a sign out sheet
at the barbecue in July, she should be
able to get
volunteers sooner.
Jeanne stated that she would have
the sign up sheet ready for
the July picnic.
MOTION by Norman
Briggs to adjourn at 11:52 A.M., seconded
by Opal Hargis and John DeMario, and CARRIED.
