MINUTES OF THE BOARD
MEETING
September 13, 2005
The meeting was called to order at
10:06 a.m. by President, Norman Briggs.
ROLL CALL: Jeanne
Berkshire, Norman Briggs, Nettie Collins, John DeMario,
Opal Hargis, Lois Maujer, Ginger Mello, David Merritt,
Walter Stewart and Elinor Wells
OTHERS PRESENT: Jerry
Dodd, Mary Hancock, Belva Jared and Everett Julkowski
MOTION by Jeanne Berkshire
to approve the August Minutes as read, seconded by Opal
Hargis and CARRIED.
COMMITTEE REPORTS:
President, Norman Briggs,
announced that he has invited three guests to meet the
Board about 11:30 a.m. this morning. The guests are
Anne Holdren, Executive Director of KCERA, Alan Annis, a
new member who worked for Family Support and would make
an excellent new Board member and Rose Thompson, who
would like to speak to the organization regarding her
problems with Schaller-Anderson and the conversion to
Gallagher Benefits Administrators.
CRCEA – Everett Julkowski
announced that he has to prepare an association report
for the conference. Everett is requesting any items
that the Board would like him to include in the report.
Some of the items were the PAC, Liberty Mutual, and the
fact that a committee from the REOKC Board is meeting
quarterly with the active member unions to discuss what
issues each union has.
CCAPE – Blue O’Connor was
not in attendance. President, Norman Briggs, read a
letter written by Coordinated County Employee
Organizations of Kern to Anne Holdren regarding the
ability to increase the death benefit and the status of
converting the death benefit to an insurance policy in
place of a benefit to avoid taxes.
HOST/HOSTESS PROGRAM – Mary
Lou Bennett was not able to be in attendance. She gave
her report to Nettie Collins to report for her. Nettie
reported that for the month of August there were 41
volunteers who worked 123.5 hours and assisted 1,190
visitors to the County Administration Building. Since
1992 through August 2005 the Host/Hostess Program has
assisted 225,348 visitors to the County Administration
Building.
MONTHLY PROGRAM -
President, Norman Briggs, asked the 1st Vice
President if she would like him to introduce Anne
Holdren, Executive Director, KCERA at our General
Meeting. Jeanne contacted Anne regarding speaking
today. Jeanne stated that Norman could introduce Anne.
NEWSLETTER – President,
Norman Briggs, announced the newsletter went out. There
is probably over 300 who want to receive the TREND over
the internet, which is saving us a lot of money.
KCERA – Wanda Castro not in
attendance.
COMMUNICATIONS – President,
Norman Briggs, announced that we received a statement
from Fortress that in 2007 our monthly fee will increase
from $31.00 per month to $33.00 per month. We also
received the new insurance policy from Hartford, a copy
of the certificate of liability sent to the Parks
Department, 10 County Newsletters and a CRCEA
Registration Packet.
OLD BUSINESS:
STATUS OF PUBLIC RELATIONS
COMMITTEE – President, Norman Briggs, read the
letter under CCAPE which was the results of the last
meeting. REOKC will be hosting the November meeting.
WEB PAGE – President,
Norman Briggs, announced that he has about 10 – 15
people every couple of months wishing to receive the
TREND on the Web. We are saving about $300.00 per issue
and that amount more than pays for the Web site.
PAC UPDATE - President,
Norman Briggs, reported that he has been in contact with
the Attorney’s office regarding working on the PAC.
MEMBERSHIP CHAIRMAN POSITION –
As of this date there has been no volunteer for this
position.
NEW BUSINESS: Liberty
Mutual has their ad in the TREND. The ad has the
telephone number to be able to contact them if
interested. President, Norman Briggs, quoted Liberty
Mutual $300.00 for their share of printing the TREND.
President, Norman Briggs, reported
that Review Health Care Premiums and Discussion of
Medicare Part D go together. Norman announced that
David Merritt, Ginger Mello and himself went to a
meeting with the County Health Care Benefits staff and
consultant and that they gave us a preliminary numbers
for the health care premiums for the coming year. Some
of the HMO premiums went down about 40%. Eric Barthel,
county consultant for health benefits, will be at our
October meeting to discuss health care premiums and
Medicare Part D. Paulanna Hodges will be at the
November 1st meeting a few days prior to the
Health Fair at the County Administration Building on
November 3rd. It is the understanding of
Norman, that if you stay with the current plan that the
county sponsors, you do not have to do anything about
signing up for Medicare D, the plan will do it for you.
Treasurer, John DeMario, gave the
Treasurer’s Report. MOTION by Jeanne Berkshire
to approve the August Treasurer’s Report and Claims
Payable, seconded by David Merritt and CARRIED.
There was an extensive discussion on how the pricing for
ads in the TREND are determined. The original agreement
with Kern Federal Credit Union is 20% of the TREND. The
TREND changes size with each issue. It was determined
that John DeMario will add the cost for the 6 totals and
divide the total by 6. At the next meeting, the Board
will vote on a flat fee for the ad pages.
ANNOUNCEMENTS –President,
Norman Briggs, stated that we haven’t talked about the
Nominating Committee. David Merritt, Chairman,
Nominating Committee asked how many vacancies do we
have? It was determined that we may need 2 replacements
on the Board of Directors.
MOTION by John DeMario to
adjourn the meeting at 11:45 a.m., seconded by Nettie
Collins and CARRIED.
